Perhaps if the corruption under Trump didn't necessitate so many investigations, they'd have more time for bills.
Plenty of bills being passed in the House. McConnell is so afraid of getting Trump mad at him, nothing going to Senate floor for a vote.

The GOP is going to loose the Senate in 2020. McConnell knows it and is loading the courts.

There are no bills passing the house or even introduced that benefit Americans.
The 600 page bill you referenced is a reiteration of voting benefits that already exist. It a nonsensical attempt at posturing by Democrats who want uninformed people to think their party has drummed up some "right" that hitherto did not exist.
