The only people that could clearly fire the Special Counsel were the AG and the Deputy AG. Perhaps Trump could have himself, but that would not have made sense. Instead, he could have just installed an AG who was willing to do it. But of course none of this ever happened.

I would agree if we had any other president but not with Trump. When your president fires people via Twitter and demands others to fire people they are not direct supervisors of, i have to leave that as a plausible possibility. It’s clear that Trump is not concerned with regulations and following them to the letter.
