I watched the clip from the other thread. It also has gotten a fair amount of play on conservative talk radio.
The answer is: neither. Ted Lieu is just a gormless congress-critter. A typical CD troll would have done a better job of it, and that's saying something.

This was six days ago. I guess the right wing is still hurting from Lieu's takedown of Candace Owens. I mean, the nerve of Lieu to criticize Owens with a recording of her very own words.
... and her ridiculous reply, trying to differentiate Hitler from nationalism. Hitler is nationalism developed to its fullest extent, where hatred of selected peoples is elevated from words to action to genocide. And Trump's nationalist rhetoric borrows heavily from Hitler's and Mussolini's style.
