The DoJ could carry out an investigation, however Steele has not done anything illegal, indeed he works in business intelligence and has helped the FBI in the past. Other than right a report based on an account given to him by contacts he cultivated whilst an MI6 agent, he has done very little wrong.

Also in recent years there has been two cases involving hackers where it's been decided not to extradite computer hackers, and in the latter case there were cocerns that extradition would be "oppressive by reason of his physical and mental condition".

So although the UK does extradite to the US, there are cases where the Courts will refuse an extradition request, and in Steele's case it's difficult to see what laws he's broken, as unless it can be proven that he knew the material was false in the report then he doesn't have a case to answer, and to be honest Sttelle has written a lot of intelligence reports and has trusted contacts especialy in Russia, as he served on the Russia desk in MI6.

Steele spent many years in in Russia with MI6, before helping to train special forces in Afghanistan, and Steele's expertise on Russia remained valued, and he served as a senior officer under John Scarlett, Chief of the Secret Intelligence Service (MI6), from 2004 to 2009. Steele was selected as case officer for Alexander Litvinenko and participated in the investigation of the Litvinenko poisoning in 2006. It was Steele who quickly realised that Litvinenko's death "was a Russian state 'hit'.

On leaving MI6, Steele help set up Orbis Business Intelligence, which gathers intelligence and writes reports, and had helped the FBI investigation in to FIFA corruption.

Of course he can. He, Simpson, Ohr, Ohr, and Comey can all be charged with conspiracy to defraud the United States, which is a crime I never heard of until Mueller pulled it out as a basis for charging the alleged Russian hackers.
