There is a perception that all hispanics in the US are brown skinned. I'm certainly not and neither is my blonde haired blue eyed brother.

As I said earlier, I don’t know what his particular ethnicity is. I live among a lot of blonde Hispanics here in Texas, so I’d look like an azz if I made a guess.
Here in Texas, blonde and red-haired Hispanics are everywhere.
NYC and Miami are packed with Afro-Hispanics.

They were traditionally considered white before they became "hispanics" or "Latinos" - especially in Texas and South West history.
