Appears that it’s in preparation for his trial in NY.
“A New York State judge ordered the transfer at the request of New York City District Attorney Cy Vance, Jr. He will be held in solitary confinement for his own protection, the source said. The move is expected to happen as early as Thursday.
Vance, a Democrat, said in March that a New York grand jury charged Manafort with 16 counts including residential mortgage fraud, falsifying business records and other charges. He said at the time that “no one is beyond the law in New York.” Manafort cannot be pardoned by President Trump for state crimes.
Still, it does indeed seem odd given the nature of the charges.
Probably a political stunt, "rikers" makes for a good headline.
There is A LOT of grandstanding going on in NY politics with regards to Trump.
Basic politics 101, if someone is popular in your state\district etc. you cozy up to them....if they're unpopular there (Trump certainly is to a high degree) then you set yourself up as their rival.

Trump is very unpopular in New York. And no one knows Trump better than New Yorkers.

Not at all, I think he should be sharing a cell with Tony Podesta.
That Podesta is still a free man after Mueller's dog and pony show is the biggest travesty of all.

The guy was still committing crimes even while he was awaiting trial.
He's the type of person who has crime in his DNA.
He was never going to 'remain neutral', whatever that means.

Nah, if Manafort had not joined Trump's team, neither Mueller nor the FBI would have re-opened a case against him.
Well - if he hadn't broken any laws and kept himself clean...
There's a thought.
