It's difficult to believe that with all we know about how nature is being desecrated and destroyed needlessly and senselessly when there are alternate technologies and choices that someone would make a statement like this. I never imagined that there were folks who have such a disdain and lack of admiration and respect for the natural world. Greed knows no bounds.

That is the opinion of an environmentalist....unless there is a law passed by Congress specifically outlining the protection of these waters/lands it's not a Constitutional issue. Congress passes laws and they often leave them open to be implemented by the Administration, in other words they don't go into details. It appears the Obama administration imposed a rule or regulation, it's certainly within the power of the current Administration to revoke it.
