There are too many variables in the US and UK to state with any confidence that gun regs result in lower homicide rates. Given the UK homicide rate did not reduce in any way after 1997, nor after 1984.
It's purely speculative.

The number of guns in circulation barely changed after 1997, there were very few anyway so I'm not sure why a decrease would be expected. It is pretty difficult to imagine how flooding the country with many times more guns and letting anybody carry them around with them anywhere they wanted to would do anything to improve safety or reduce homicide rates though, how would that work?

The restrictions on citizens having guns was one of the reasons the American colonies rebelled against England and became its own country. We are different from England and the rest of the world BY DESIGN, and we like it that way. It is a basis for American Exceptionalism.
