No, it's not the same. If you were in a car heading out of Colorado...and NEVER crossed the state line, you committed no crime. Because you never ACTED in a criminal manner.

Conspiracy to commit murder is a crime and the conspiracy in your example took place in Colorado.

He provided another example, actually...

He said that carrying a concealed weapon is LEGAL in Colorado...now, if you were heading out of the state, and stopped in a town one mile from the border, and the FBI showed up to arrest you...why? what crime have you committed? You never left the state...and it's legal there.

Here's another example for you. Let's say the drinking age in Wisconsin was 18 and the age in Illinois was 21, so a couple of 19 year olds went to WI to drink. Should the Illinois cops be able to arrest them EVEN before they crossed the state line (and definitely they shouldn't be able to do so IN Wisconsin)?

Again, NO crime was ever committed, because you stopped them from partaking in an activity that was LEGAL in that state.
