I am aware that several states, red and blue, have or are contemplating bills allowing residents to buy prescription meds from Canada, subject to Federal approval. I am not aware there was a recent Federal bill. Did I miss something? Could you provide a link, please.
Americans can buy drugs anywhere in the world via the internet. I do and so do plenty of others. We don't need a law.
