I think the fact that Texas has 23,000 as opposed to 118,000 as of 2016 in California is cultural more than anything economically.
Texas is everything good socially that California is not.
Texans love having a deep sense of community. Californians only like a sense of community if it can add a layer of regulations to enrich themselves.
Texas overall is a very, very open and receptive place. Californians are close-minded, cliquish, cold and many of it's cities are in the top 10 world's rudest cities.
No matter how much California raises taxes for so-called social programs, the only people they were meant to serve are the unions and the low-GPA graduates of liberal arts programs at community-college like CSU campuses.
Texas has a small safety-net but it is very efficient because Texas state workers are there to serve the public with integrity.
Texas is very open and extroverted. California cities are very introverted, cliquish, widely considered the rudest in the world.
Texans are known for being incredibly generous and lending a helping hand when needed. Employers seem to be willing to hire entry-level workers and give others a chance to prove themselves. It's incredibly easy to find a place even on a modest income without jumping through hoops because landlords know that people need a place to live.
California has a high homeless population mostly because it's cities are the most unfriendly in the world according to highly regarded comprehensive survey research. Oakland is the 3rd rudest city in the world and LA is 5th rudest city in the world.
In California the culture is about taking advantage or who ever you can at no matter what the cost. The voters like lots of regulations because unlike friendly Texans, California culture is all about preying on the weak and doing what ever it takes to take advantage of others.
Texans tend to be much more open to socialize with others. Californians only associate with those who monetarily can advance them.
Whatever they are doing in Cali, it's making America look like a turd world country. I would be rude and nasty to people too if I was surrounded by used syringes, mountains of feces, garbage, homeless people, liberals and illegals. Put it all together, and it makes for a truly hellish, miserable existence, no matter how nice the weather might be.
Sadly, many liberal Californians are tired of the problems they've created and are fleeing to other parts of the country, including Texas but bringing their liberal politics with them.
Its just a matter of time before Texas, and other red states have similar problems. Of course when that happens, the Leftists at that time will say, see it happens in other places too.

I lived for a few years in Texas. Native Texans do make outrageous claims for their state. I could always identify real ones by the bumper stickers, either on their BMWs in Dallas or their pickup trucks in Fort Worth. Most of them were real friendly sayings such as: Yankee, Go Home;Love NY? Take I635 N;Welcome to Texas. Now Go Home; I'm From Texas. What Country are You From?

The great-grandfather of all Texas braggarts was Davy Crockett, hero of the Alamo. Though some historians now describe Crockett as a cowardly boaster, during his lifetime he was rightly known throughout America and Europe as a sharpshooting frontiersman who could carry the sunrise in his pocket, grin the bark off a tree, kill a bear with his hands, and catch Halley’s Comet by the tail.
Texas was more civilized when I lived there in the early 1980s. They didn't kill large animals with their hands or grab comets by the tail. For heaven’s sake! Then they built tall, modern buildings so that the stars could find their way across the sky at night. And in the evenings, after a hard day’s work in their bustling, prosperous cities, they took what remained of the sunrise out of their pockets and used it for coals in their portable backyard barbecues.
A real Texan once told me that they brag so much about their state because Yankees just love to hear them. That seems to have its roots in the actual inferior complex dating to their origins. The Texas frontier was especially hard, and reports back East were not sympathetic: the land was bad, awful weather, mean Indians, shaky politics, and settlers of questionable background, breeding, and motive. To counteract the discouraging publicity, farmers, speculators, and newspaper editors early on began claiming all sorts of fabulous things about their state and embellishing the facts about their new world was a common promotional tactic

I know from a far right perspective, all liberals are the same.
I know a few hippy generation liberals horrified at what is happening on the left RE freedom of expression at universities for example.

There's a reason San Francisco is so expensive. Because it's desirable. Texans love to brag about how cheap it is to buy a house there. Again, there's a reason.
