I checked the article and it gives two sources to their claim. The first is a report from the government. The other source is a graph by Texas Public Policy Foundation, it says manufacturing jobs have increased by 3.7%. Where did they get this info.? It is unknown, no reference is provided. I searched the institution and they have been saying the same thing since last year with nothing to back it up in the article I read from their website.
So who is Texas Public Policy Foundation? Wikipedia describes it as a conservative think tank sponsored by the Koch industry and geo prison. They mainly promote tax cuts and how wonderful they are.

Obama perpetuated despair and the notion that the US had seen its best years gone by, much as Jimmy Carter did.
In that vein, Obama contended that US manufacturing was on a permanent decline and that nothing could be done to correct that trend. With that in mind, Obama failed to do anything with trade agreements to address unfair and illegal trade practices with China and Mexico.
Fast forward two years into the Trump admin and manufacturing is experiencing a resurgence. Funny how dems always seem to get that issue wrong and are perfectly fine with allowing other countries to take advantage of the US, much to the detriment of middle class manufacturing jobs.
