The FIRST thing to look at, is what did THEY do to get in this situation?

If the homeless are vets suffering from PTS, it the VA's responsibility.

Most homeless people have mental and addiction problems.

Most poor people are stuck in a vicious cycle which they will not escape if they don't have the avenues through which they can better themselves....which is affordable education, subsidized daycare, low cost housing, etc.

The reason the U.S has the largest poverty rate in the developed world is because these important essential services are not easily available and so the vicious cycle of poverty continues.

So giving tax cuts to the rich and de-regulations is not going to help their situations, despite what talk radio spoon feeds you every day.

If youre talking about helping through legislation and policy, neither. Government regardless of party/team only has the money it has stolen from someone else.
You might as well be asking which burglary ring gives the most back to the neighborhood

What happened to personal responsibility? Is this a thing for just the parents or everyone involved? People can't control each other's thoughts. Some people are traumatized by certain events in their lives, some are not, and this can be the difference in what leads to someone becoming homeless or not. As for the original question, all sorts of people help. Most of the time, party affiliation is just more of the same political gaming.

As someone who used to be homeless neither party does much of anything to be honest, unless they are up for re-election.
