My in-laws, displaced persons, arrived in the US from Eastern Europe in 1950. Despite being multi- lingual, they never learned to understand or speak English. This did not prevent them from being employed, paying taxes, buying a 3 flat, becoming citizens and voting.

Yes, I agree. A name is a name. So why are we taxpayers printing up all these ballots in multiple languages? It's a big waste of money, and only done because the PC liberal crowd runs my state and district.
Legal immigrants have to pass a test that many adult citizens of any party affiliation could not pass. But we don't need government interfering with the voting process other than an ID. It is a right for the stupid and the educated, because plenty of educated people could not pass a common sense test.
Why? Pew Research has found that Republicans score higher on knowledge tests. If you think liberals know more than conservatives, that's just your liberal arrogance talking.

After these, they can receive a voter ID to vote.
When you apply the same criteria for gun ownership, I'll get on board.
BTW, I think trump, his wife, and most of his family wouldn't qualify to vote using your above criteria.
