Playing words again....if he never met the threshold of making it a crime, then there is no crime.....was there possible things that if kept going would have lead to a crime, but nothing....
Mueller never said it didn't meet the threshold of making Trump's actions a crime. Quite the opposite, in fact, as he said that if he believed the threshold was not met (e.g., that no crime was committed), then he would have said so.

He made it clear the President was NOT cleared and that he did have the power to say so if that was the case.
He did NOT have the option of charging the President with a crime.
This is NOT good nor does it clear the President.
Mueller wrote an impeachment report.
He must have been investigating for congress but that's outside his authority to do. He couldn't even turn over his report to congress. The A.G. has to do that, if he decides too.

What you are claiming is that the president is above the law because of a rule made up by a department in the Executive branch.
Circular logic.
No person is above the law. What the rule actually says is that the investigators in his office can gather evidence but the charges can not be brought by his office. The charges would have to be brought another way.
It was not wasted. Many indictments were charged against various other people. Crimes were committed and discovered.
Yep, from years in the past...congrats....caught a few for lying....what else? What about the russian company who shown up, and mueller ran the other way?
