Let's say there was clear fraudulent behavior in terms of FISA abuses, communication saying "We're going to get trump no matter what it takes" type stuff that comes out in the IG Report, and subsequent arrests to the perpetrators, and thus Trump really looks like the innocent victim.
Basically the equivalent of someone that the cops planted drugs and a murder weapon, then accused that person of obstructing when they tried to pin the crime against him. Would you actually be open-minded to see what is going on? And potentially shift the view of the current "he's guilty, Impeach" type mantra?

Because the DOJ regulations prevent it, so he says. I've heard opinions to the contrary and personally think he should have done it anyway. Nonetheless, he is sending it over to Congress who has the Constitutional authority to do so.

He didn't find anything to advise indictment so based on what? Does congress think that they can find something when top investigators couldn't?
I really don't know what the right course of action is, my lean has always been not to impeach as that will only increase the divide and go nowhere with a GOP Senate. And I don't really see any grounds for impeachment.
With that said Mueller's comment clearly showed Trump and Barr were full of crap when they claimed the report was a complete exoneration. The words "If we found the president did not commit a crime, we would have said so" are pretty clear and not open to interpretation.
So, here's what I took from Mueller's appearance yesterday: Russia helped Trump get elected, but now, because he has been elected, he can't be indicted. Yep, that's fair. But tell me again how no one is above the law.
