The answer is obvious... And you wonder why the other countries rather have treaties with the US instead of a real military force.. everybody loves an obedient punching bag spouse.... The one-way relationship is very important.... For them....
Does the most good in terms of what? Humanitarian aid? Staying out of other countries' business? Avoiding war? Being generally invisible? What do you mean exactly?
Of course in a country of 320 million people and a large economy, even a very small percentage amounts to a big dollar amount. But "most charitable"? No.
Not sure what the "who does most good" means. In what sense? Out foreign aid is typically military aid, or related to the military, and that does not always amount to good things, but only to higher body counts.

Whichever country sticks to defensive force rather than offensive, leaves the others alone, while allowing its citizens to donate and help others around the world. I’m not sure who’s closest to that.
