Another problem is that the rivers in Iowa (Des Moines River, Mississippi etc.) sometimes have portions that freeze in winter. Sometimes the ice gets very thick. Then in early springtime, it starts to break up, floats downstream, and jams up at critical corners. Water backs up behind the ice, overflows its banks, and you have even more spring flooding.

This has also been going on for hundreds, if not thousands, of years.

Where does she get the idea that "We" can do anything about it?

Or is she simply beating the usual drum for massive government expenditures, again? On programs for which there have never been any proof that they will accomplish anything to change the climate?

Expenditures which, when they produce no discernible results, she will simply say, "Well, we need to spend MUCH MORE government money to produce the effect we need."
