The woman was sitting on the floor, Biden walks a few feet away to grab an unoccupied () chair for her to the ooohs and aahs of the audience, she whispers in his ear for 15 seconds, then he makes his announcement that she pulled him close.

Yup. That was for the press's benefit. And ours. And staged like a Hollywood production.
