In the micro, no, it doesn't help American workers for production to move from China to Vietnam or anywhere else for that matter.
In the macro, yes, reigning in Chinese growth and global influence could benefit the US and by proxy, the average American worker. China's used IP theft and copying as a core element of its economy for years and this has adversely affected American businesses. There's absolutely nothing wrong with the US and/or other nations taking China to task and demanding - or perhaps, forcing - them to play fairly. How deeply or badly China is affected by this depends in large part on how China chooses to react to the situation.
The idea of "Work" will need to change for Americans. Manufacturing is not coming back to America the way we perceive it. When companies return back to the USA, it is usually after factories are retrofitted with near complete automated assembly lines. Reminds me of that Chinese company that relocated to Wisconsin ended up actually agreeing to hire 1/10 of the number they promised to get the tax breaks which paid for the automated factory they are building. We subsidized our own demise.
So they employ 1000 in China but only employ 100 when they relocate to the USA. Unless we are going to tax the profits to cover the loss of income for middle America, I am not sure what job will be available in 20-30 years with automation taking off, or how people will stay afloat in most of the USA.

Trump’s plan isn’t about trade. It’s about preventing China from gaining dominance in critical high tech fields. China will never agree to it. What a joke. Chinese robots will end all us manufacturing for good. The Chinese will use their people to service and fix robots, which they will sell to the rest of the world. The us can stay out of that world and be isolationist.
