... do it somewhere in Northern Europe where public employees are likely to contact you if it is turned in. Don't do it in Mexico, or China.

When there was money in the wallet it was more not less likely to be returned to the owner. The authors theorize that this is because people wanted to avoid the damage to their self image that would come from thinking of themselves as thieves. When the wallet had no money in it (but still had a key that might be valuable to the owner) many recipients apparently did not feel enough guilt to motivate them to make the effort of returning it.

They won't steal in Northern Europe? Does that mean they will step up funding for NATO, UN, and perhaps match dollar for dollar to any US humanitarian aid? Perhaps be the world's police instead of the US.... No... Yeah, I didn't think so either...

Countries with the most honest/conscientious people working in banks, theaters, museums, post offices, hotels, police stations and courts of law:
Switzerland
Norway
Netherlands
Denmark
Sweden
Poland
Czech Republic
New Zealand

Wallets were returned 60-80% of the time in those countries

Least honest/conscientious (5-25% of wallets returned):
China
Morocco
Peru
Kazakhstan
Kenya
Malaysia
Ghana

The United States is right in the middle of the 40 country list.
