Who determines her mental status? Those who are pro abortion are mentally ill themselves and have no business diagnosing anyone else as mentally ill and incompetent.

We don't know any of that is true.
It appears this woman has a mother who is wanting to take care of the baby. The baby is wanted and it looks like has family who care and want to raise it. We dont know her financial situation, so why jump to the conclusion they are on government assistance.
Should not be the governments choice to make unless the women is incompetent to make her own decisions and is a ward of the state with no family.

Doctors ask judge to let them carry out an abortion on a mentally-ill woman.

I didn’t know Joy Behar was pregnant?

Here's another case they agonized over back in 1983.

And another one closer to home:

That last one makes for interesting reading.

Of course, must terminate what might be imperfect.

Glad she was able to have her child. If she expressed the desire to have the child, then no one should take that decision from her.

"It is accepted that (the woman) lacks capacity to conduct these proceedings and to make a decision in respect of whether or not to consent to a termination and associated ancillary treatment,' he told the judge in a written case outline."

That would be the courts. And since she lacks the mental capacity to consent to an abortion (or not,) the courts decide these cases. According to the article, she is both not mentally capable, which makes it sound like low IQ, therefore she was raped, and she has a mentally illness that likely would get worse if she gives birth. The debate (which of course was resolved,) may have something to do with taking antipsychotics that could harm the fetus.

Where does it say she is currently mentally ill?

According to the media reports, the court was told last week that the woman had a “moderately severe” learning disorder and a mood disorder.

The learing disorder means she has the mental age of between 6 to 9 years old according to court reports, whilst the mood disorder is an on-going problem, it's exact nature has not been fully disclosed.

Appeal court overturns forced abortion ruling - The Guardian

Acts such as the 1989 Children's Act and 2005 Mental Capacity Act allow for a legal guardian to be appointed in such cases, when there is a dispute between the family and health care professionals. All Court rullings must also adhere to the European Covention on Human Rights and the subsequent 1998 Human Rights Act in relation to Btitish Law.

In the New York Times article you provided a link to?

...the unidentified woman, who is in her 20s, lives in London and has the mental capacity of a 6- to 9-year-old, according to evidence presented in court.
There are no good outcomes here, only less bad ones.
