The US doesn't need to monitor the journalists themselves they can have foreign intelligence agencies do it for them and then pass on any interesting information. The US has close intelligence partnerships through five eyes as well as those countries in NATO, and other friendly nations such as Japan.
The US even has it's own intelligence bases in such countries.
Really, as it should be, IMHO. The only thing worth debating is what they do with the information they gather.
Then why have a 4th Amendment in the first place as their promise to us, they would not spy on the people, without probable cause and due process.
