No. It more than likely has to do with tension between the US and Iran. Russia is an ally to Iran.

Putin threatens Trump. He doesnt talk with him. Shesh. It s not an equal relationship. Putin wants something from Trump .
These are actions that trump understands he is to act in a manner pleasing to Putin
