Which is the fundamental reason why prisons are sex-segregated to begin with. I wouldn't have a problem with "post-op" transpeople being placed with the sex that matches their (now) genitals, or even those who have had "partial" surgery and are absolutely infertile with respect to their birth sex. IMO anyone who can get pregnant should not be placed in a general male facility and anyone who can impregnate should not be placed in a general female facility.

also, if they look too much like the opposite sex of the majority in a male prison, they should probably just be kept apart from everybody. California has some weird ideas.

Although...the way things are now you might have people who look female except for sex organ removal surgery, who have been taking chemicals to alter their appearance, who would cause disasters if placed in male prisons:
Maybe that's what they wanted to avoid. Maybe they figured that protecting a prison of women from one person is easier than protecting one person from a whole prison.
They need to have some system where they can look at people on an individual basis to determine where they go.
