The penalty for avoiding the census is a relatively small fine not some Orwellian prison camp.
Do you honestly think that non-citizens aren't counted by the census, which is then used to determine which areas/states get more representation in Congress? If so, you are the one with tinfoil on your head.
Of course they are counted as are prison or jail inmates, soldiers and sailors, and children in cages. Detention for census evaders is an easy step from kids in cages.

I dunno. Why should a relatively small group of hicks in a handful of states decide a national presidential election? Politics are an enigma, man.

If you refuse to answer, you probably will still get counted as a living / seen person in the state. Just with no detailed responses. They might fill in some or a lot of info based on guesses or averages if the person doesn't cooperate.
You will probably get yourself multiple visits. Supposed to be a $100 fine, though I wonder if they give them out.

That’s a valid point, but it’s my understanding that the current law calls for a count of all residents, not just the legal ones, so limiting the count would actually require a law change.
I watched the President's presser today outside and he said there is a way he can get more accurate information he might not get from a census by using information given to other sources like Social Security Administration and loan applications where they'd be more honest than on the census. Clever!
