Why are medical Marijuana cards given out so willy nilly? (drugs, federal)

Not that I have anything against Marijuana, but why is it given out so freely? For example, I have a friend that is 36, doesn't have any health issues, yet was given one, and even showed me several pictures of him growing 6 plants in his closet. Another guy has 3 DUIs and got one, a woman I know has one DUI and breaking and entering and is an alcoholic has one. Just wondering how these people get them? In states where medical Marijuana is legal isn't it supposed to be issued to just people that have legitimate health injuries?
Isn't Denver the best place to get marijuana? That redefines its nickname as the "Mile High City".
No, the best place to get cannabis is in your own neighborhood directly from a grower. so you know what you are getting. If you don't think it is in your neighborhood you are mistaken.
A better question would be, why is a card needed at all?
Because the evangelical Christians want it to be completely illegal and the card at least allows people who need it medicinally to possess it. Even in states with medical programs, you still have to deal with right-wing attempts to ban smokeable product or apply other extreme restrictions to it in the name of "protecting the moral fabric of society."
