When exactly was 'back then'? Until 1921 there were no numeric limits on immigration and it wasn't until 1917 that people were required to be screened for mental illness and illiteracy. No one from Ireland had to sneak in..in fact unless you were part of an excluded group, most commonly applied to the Chinese, anyone could get in. If you had a first or second class ticket you didn't even go to Ellis Island they took you directly to the docks.
