Not to worry, many make that mistake. During WWII my uncle was in the Coast Guard, and at that time the CG became under the Navy and he spent most of his time at sea in foreign ports around the world. Yes, still in Coast Guard uniform, on Coast Guard ships but dealing with enemy or other coasts instead of the U.S.

Now that is a charged situation. Speaking of "charges" they should have just attached one to the side of the sub, backed away and detonated it. If the guys made it out that is ok they can then be picked up. If not then that is ok too, call it perils of the job.

I may have effed up which department the CG is (that'll smart for a while), but that right there is a bit more my speed. It's an unflagged vessel, and that makes it fall under the jurisdiction of any interested public vessel of any state. That rule goes back to Blackbeard's time.
