Brownback's regime in Kansas pretty much negates your theory I'm afraid. Hardcore fiscal conservative slashes taxes thinking that supply side trickle down was going to cause business to bloom. All it did was bankrupt the budget and forced schools to close.
The economies are strong here because of the people not because of the parties/government.

I live in Georgia. Next door is the state of Alabama. It ranks 37th in being business friendly. It ranks 37th in education. It ranks 22nd in cost of doing business. Alabama is not very business friendly, and it ranks poorly in terms of education. It ranks 49th in quality of life. Figures. Alabama has the 2nd highest murder rate in the USA. All of this, and Alabama is a conservative state.

Much of the build-out of Calif public universities and colleges began with Gov. Pat Brown's college Master Plan of 1960. Included in that was a policy that the top 1/8th of the graduating high school class was guaranteed admission to UC tuition-free.

The south has made tremendous strides in catching up with the rest of the country with regards to economic development since the Republicans have taken over.
Yes, the South was largely rural and agricultural until the 1950s, when the "New South" began to emerge. Southern schools were still 70% segregated until 1968, when President Nixon moved to enforce the 1954 SCOTUS decision that segregation was unconstitutional.
Edit: and the South did not become majority red until 1994, so only 25 years ago.

Oklahoma provides a better example than Kansas what happens from the result of cutting taxes. Like Kansas, Oklahoma found it had to raise taxes. Instead of fixing things Democrats caused, Republicans only made things worse, though, one notable exception to that was that Oklahoma Republicans allowed people to vote on modernizing the state's alcohol laws.
What a misleading topic subject that you've written. The states are ranked by way of how they market themselves and not based on true economic numbers. I kind of feel embarrassed for you to be so easily misled.
Each category is weighted according to how frequently states use them as a selling point in economic development marketing materials. That way, our study ranks the states based on the attributes they use to sell themselves.
