Technically the 1st respondents were ALL LOCAL NY City, etc employees, so the fed is out of the picture.

Why should the people form the rest of country pay for a NY CITY obligation?

They DEMAND the fed fed swoop in and help in cases like this and hurricane,, tornados, floods, fires earthquakes, etc., then turn right around and say " Our police will NOT assist ICE, etc, it is NOT our "responsibility".
So 9/11 wasn't a disaster on a federal level? It wasn't a federal level lapse in security especially after the first World Trade Center attack (The 1993 bombing), the Unibomber, Oklahoma City and Atlanta's Olympic Park? The fact is these local heroes ended up doing federal work and New York City and state, even with the tax revenues they take in, would not be able to do enough. The federal government would though. This was a federal level crisis.

How about this, the rest of the country turns their back the next time the Ohio River Valley floods in the Commonwealth of Kentucky to cause them to ask for FIMA funding, we pull a Rand Paul on his home state? It isn't our state so why worry... NEWS FLASH, IT DON'T WORK LIKE THAT!

Christine Whitman former EPA chief said the air was safe. I was not issued a respirator until one month down at ground zero. So the federal government did have involvement.

Save your garbage for the economic amatuers like yourself that didn't see the collapse coming. They are just as uninformed as you are. The tax bill didn't add to the debt, the increased spending did.
