of course he can...Mueller couldn't say no, that would not be true at all...the only answer is yes of course

...the president can be charged with anything after he leaves office..raping Epstein even

that doesn't mean there's any evidence of crime...that he committed a crime...or that he would even be convicted

Pay attention. He specifically said that's false, more than once.

He didn't charge Trump because he did not determine there was a basis for charging Trump. If he had made such a determination, then (and only then) would your memo come into play.

This just goes to show that once a talking point is out there, even if the statement is retracted, as Mueller did with this one, that it's simply out there and there is no taking it back from the record. Soundbites rule.
