Of course he can’t be exonerated because he was never charged with a crime. Heck, we can also say you’ve never been exonerated.
Liberals have to be having cognitive dissonance after that Mueller hearing. Even they realize the Republicans looked smarter and more informed than Mueller who they built up as Whip Smart and Highly Competent.
To ease their emotional pain and disappointment because they lost the election in 2016, they need to stomp on their sour grapes, make some wine and drink it.

Set you device on current events. Mueller admitted that due to a memo (not a law), that he did not charge Trump.
Pay attention. He specifically said that's false, more than once.

This just goes to show that once a talking point is out there, even if the statement is retracted, as Mueller did with this one, that it's simply out there and there is no taking it back from the record. Soundbites rule.
