I realize distances can be deceiving but from this and other pictures the safety railing does not appear to be waist high. Which seems to me to be beside the point. The point is that you don't use a handrail as a place to deposit things without holding onto to them.

This is now depressing on several levels.

I take 11-year-olds to sea on wooden ships, and they can mentally handle the entire concept of "it's a long way down, so think about what you're doing".

I agree that both are at fault and have said so many time throughout this thread but the grandfather must be suffering so. He will never live this down and his life is over.

Thanks for the video.

Folks, if you go to 1.17 min you have a clear, closeup view of an open window. There is no way anyone could not tell that that window is open, and the rail is totally unsuitable to balance a toddler on. Sorry, this is all on the grandfather's shoulders, terrible as that burden is.
