Then why is nobody building mental hospitals and have mandatory commitment??

You nailed that one perfectly. Here in Florida, we have a serious homeless population problem. Right down the road from my home, in the woods, there is a homeless camp, and this is in a very nice neighborhood. If you go to any city in the country, there are people with signs and pushing grocery carts with their entire lives inside those carts.

California, like Florida, has so many because it is WARM. If I were going to live homeless, I would not do it in Minnesota or Vermont. Why freeze your tail off when you can be where the climate is always nice and warm ?
