So he's a long time senator running for president and he doesn't know that this is the process we currently have.
I think he means that it doesn’t matter to him if you’re the scum of the earth, and as long as you’re a citizen and have attained the age of 18... you can vote.
Democrats win the felon vote by a landslide so it is good to allow such drags on society to vote for party politics. Yeah!
Funny thing though, most prisoners and felons happen to be in democrat strongholds. You would think they would vote for the party that isn't so intent on throwing them in jail for every little toe out of line.

Bernie needs to get himself a copy of the constitution. The 26th Amendment lowered the voting age to 18 already. According to the constitution, the rest is up to the states.
