China is one of the worst environment destroyers and polluters on the planet — it will be tragic if they bring their environmentail degradation and irresponsibility all over Africa. I doubt much of Africa has environmental watchdogs or regulation enforcement.
This is part of the plan, it's been known for years.
The Chinese are for the Chinese, just as all Asian groups are nationalistic and in it for themselves - as it should be. We are fools for not following suit and looking out for ourselves, as every country should.

Per capita the Chinese ecological footprint is like 1/3rd of the US one.
And much of the pollution in Chinese cities is basically exported Western pollution because many Western factories went to China and other developing countries so that they could escape tight environmental laws at home. In other words, that criticism is highly hypocritical.

So with the ground swell of fighting pollution today, the Chinese welcome it by providing a haven for businesses to move into their country and continue polluting.

No, China has been transforming its industry in recent years, away from making big quantities of cheap stuff to making high-quality stuff. Like Japan a few decades ago they want to make 'Made in China' a quality statement. They are also investing a lot in becoming more green. Of course that change can't happen over night, but they are working on it. They decided years ago to deliberately shrink economic growth because they knew 10% or more was not sustainable in the long run.
They along with other Asian countries have also stopped the import of Western garbage.
