Mulvaney's motivation is to create new openings in the federal government for outsourcing by employees refusing to transfer. He is placed in a position of public trust to advocate for private companies at the public's expense. The rationale for using contractors was that they could be easily reduced. They use them on a permanent basis but pay them higher rates as if they're on contingency. Much of it can be done for less in-house.

Let's start by moving OSHA to France.

Then move the Welfare Dept. to Ethiopia.

AFTE to Mexico.

Dept. of Education to South Africa.

Dept. of Energy to Iran.

Finally, move all the Democrats in Congress to Venezuela, where they'll fit right in.

Hey, check it out, it's working already. The U.S. is becoming more free and prosperous, while the other countries are going to hell in a handbasket. A win-win!
