He doesnt have the authority to do this,even if he was the president. Hillary and Bill at one time, promised the same thing. Its just an attempt to win over new voters, who think there is a chance he may do it.
Ultimately its a national security issue, releasing top secret details like this would be criminal, even for the president, Disclosure would have to come from NSA first.
Jimmy Carter promised the same thing. Then after he was elected, he clammed up and acted like he'd never said it. I think he really wanted to, but someone (or something) scared him silent.
