The Russians didn't release any compromising information that they had.
And lastly, there was no attempt to collude with the Russians by anyone in the Trump campaign.

Read page 8 where Mueller first describes obstruction and Trump's "efforts to curtail the Special Counsel's investigation and prevent the disclosure of evidence."
Page 9 describes that there isn't enough evidence for criminal charges, but it also explains why. The lies that "several" individuals told about interactions with Russians "materially impaired the investigation of Russian election interference.
Page 10 "Manafort lied to the Office and the grand jury concerning his interactions and communications with Konstantin Kilimnik about Trump Campaign polling data and a peace plan for Ukraine."
Page 10 goes on to describe why Mueller couldn't make a case. People invoked their Fifth Amendment rights (wait, didn't Trump say that was for "the mob?") Other information was covered by legal privilege and was screened from investigators. Other information and witnesses were out of the country. (Yeah, I doubt very much that Russia will cooperate.) Others associated with the Trump campaign deleted relevant information, used apps that do not retain long term communications, and apps that use encryption. So, how better to target disinformation and sway the 70,000 votes needed to win the electoral college? Hand over internal polling data to Russian spies that know how to bury evidence? Who should investigate these allegations? A special counsel with limited purview or our intelligence like the FBI?

I've always suspected it was a way for Hillary to sell secrets and access while playing innocent.
