Law enforcement is a local issue so that shouldn't even be a choice. The govt has no business being involved in healthcare. Infrastructure, education, public works are local issues. I guess I would have to go with military.
On a side note, education needs help. Our kids are not being preparred for the world needs.
Educations has a perception of being more of an indoctrination .
We need STEM. We need to get back to serious math, science, english etc.
And stop punishing fast leaners and putting slow leaners in same class.
Stop letting people graduate that cant read..

You'll have to get the state out of the way, not fund or empower its entrenched system further.

It's a lot easier for everything else to follow from that. And life would be a royal PITA if infrastructure was all privatized. Imagine having to subscribe to 32 different road companies just to make it to your local grocery store.
Dumb people are easier to control, have another beer.
