When someone moves to a different county or state it is possible to be registered in two locations. Having relocated to different counties within a state and across states, it was likely I was registered in multiple locations. Does not mean I voted, let alone voted in multiple locations.

When someone dies in a different county or state or country than that which he was registered, the county holding the registration does not know. Some counties employ people who read published obituaries and attempts to cross reference.

Does not mean an illegal is voting on behalf of a relocated or dead person.
