As for Maher he's entitled to his opinion, and Koch was not well liked in terms of his views and action regarding climate change, environmental regulations and workers rights/unons.

He clearly was talking about at least two people given he used the pronoun they.
From a politicial standpoint, Trump and conservatives are glad McCain is no longer in the senate. That's not same as saying we are glad he died or hoping he was in pain when he had cancer.
