Well, he is the president. The things he says should not be taken lightly, as he tends to make an effort to follow through. He does have emergency powers, and he is probably looking into how he can use them to move business out of China. That would be a very radical approach, but he is no ordinary president. And the Chinese have already moved on to some radical moves, like refusing to purchase anymore agricultural product.
As things escalate, Trump may have to start resorting to more radical measures. There's really no telling what he will do, and how things will play out. This is like a great reshuffling of the deck in the USA economy. Will make the game more fun for future generations. They probably won't have any excuse to live in their parent's basement when all is said and done, and that's a very good thing.
