If a school age kid asked the question, yeah, he read it somewhere and it is understandable.

When the guy with the actual code to the nukes asks this..... it's a problem.

I'm not a meteorologist and I'm not a nuclear scientist, heck, I'm not even president, and yet, somehow, I know this is not a good idea.

If Trump says we can do this there probably is some truth to it. But it sounds risky. It would be much easier, after we buy Greenland from Denmark, to tow the thing to the Caribbean where it would cool the waters and prevent hurricanes from every forming in the first place.

you know the nuke would create a vortex that would interrupt the circular motion at high altitude but then what about the radiation fall out

Here's why it won't work:

Hurricane: 5 x 10^19 joules per day total energy
One megaton atomic bomb: 4 x 10^15 joules

The hurricane has 10,000 times the energy of an atomic bomb. If we set one off the hurricane would say, "Did you just hear a mouse fart?"

I don't know if he said it, but it sounds like something he would just be plausibly dumb enough to say. Wouldn't surprise me at all.
