Health care is so messed up because private health biz effectively has access to unlimited capacity of government to tax and print (meaning borrow from Feds) money. And private biz abuses this privilege big time. Fraud and rip off are measured in hundreds of billions EACH year. Forgiving debts does nothing to pull private biz parasites from the government tit. Only complete separation of public and private will bring some normalcy back.
