He means he hopes nobody has a hard time being forced to help these people out, and it occurs to him because some people rightfully get bummed out when they are forced at gunpoint to support some politician's charity du jour.
The American taxpayer is probably going to get hit for the lion's share of helping the Bahamas recovery, and not every American will agree with their taxes and additional debt being used for that purpose, but they'll have no choice. It will be compounding tragedy with even more tragedy.
