They took that $3 billion out of the $750 billion budgeted for the DOD this fiscal year?
I believe so, the report says that it's a pretty even split coming from US based projects and overseas projects. It's refreshing to see the DOD spend a couple billion dollars on something here on US soil that will have a profound affect on millions of American lives.
