I've never had that experience unless it was a stated policy regarding parties of 5 or more.
Can you name some of them please?
Perhaps they are referring to the tip amounts that are sometimes printed at the bottom of the receipts to assist the mathematically challenged customers.

No, as he stated some places do it based on size of party, some based on the bill itself. Some just add it onto the prices of the drinks or food.

Stay away from those places.
I've seen it done that way with larger parties but that's about the only time I can recall that practice being used. Not saying it doesn't happen though.
