The original article and post are a little slanted - they were NOT absent because of 9/11 ceremony - they were absent because they thought there would not be a vote, it was the governor that was giving a speech to the National Guard that was hosting the 9/11 ceremony. From the minority leader (Dem) - the democrats were in a closed-door caucus meeting.
And just FYI - the National Guard is mostly weekend warriors, being a Wed, probably few in attendance other than the State employees.

NC House Republicans override Gov. Cooper’s budget veto while he’s at 9/11 memorial event.
Dems may be in the gutter (most politicians are), but you skirted the question. Do you support Moore's response?
I live in NC, and can tell you that the GOP has taken dirty politics to a new level here. That says ABSOLUTELY NOTHING about Dems. My comment is about the GOP, which you seem afraid to speak about.
I completely agree, and I'm a Republican. I just fired off emails to them all. SHAMEFUL to do that this morning.
About as low as it gets eh? GOP tells dems they will not have a vote so Dems could go to 9/11 event or work on other pressing matters....but instead they were plotting all along to vote on budget that had been vetoed. Slimy is about the only word I can think of.
They waited until 9/11 while many were at the 9/11 memorial. Conveniently, the Rs all showed up instead of going to the 9/11 memorial. Impossible for me to believe it wasn't planned. In the future, Democrats need to operate on the assumption Republicans will do the slimiest thing possible at every opportunity. Here, the GOP's main goal was to keep poor people from getting Medicaid coverage and they were willing to use a 9/11 memorial to do it.
