How can it be for political gain when even Pelosi says it might cause a backlash that will cost her the speakership?
Because the dems know they have little chance of winning in 2020, and they may view impeachment as their only chance.
Pelosi is not a fool, she knows pushing through a dubious impeachment, while the only way to improve their chances, it could also easily backfire on them.
This is why the dems may still back away from this impeachment effort.

He's so deeply repugnant. He is almost as disgusting as Donald Trump. It's really hard to compare the two - they each have their own unique devilish qualities.

This is quid pro quo ("this for that") in plain view. You want Javelin missiles? Sure, but first, do us a favor though.... I don't see how it can be interpreted as anything other than a shakedown.
